Pada apel perdana dijalan soebrantas depan halaman (eks)kantor walikota lama para pejabat dan ASN Melaksakan apel namun sangat disayangkan apel tersebut tidak dibarengi dengan Bendera merah putih,meskipun Apel telah usai dan Para ASN dilingkungan Pemko Dumai melakukan salam-salaman antara satu dengan yang lain sang saka merah putih tetap tidak berkibar di lokasi itu.
Tiang bendera yang berada di halaman depan kantor pariwisata tersebut tetap tegak luru dengan untaian tali tanpa ada yang mengingatkan bahwa bendera merah putih belum dinaikan.
UU No. 24 Tahun 2009 mengatur soal lambang negara, bendera negara, bahasa negara, dan lagu kebangsaan. Undang-undang yang cukup lengkap dan detail ini harus kita ketahui!
Untuk Penggunaan Bendera Negara, diatur pada Bagian Kedua, mulai dari pasal 6. penjelasannya!
Pasal 6
Penggunaan Bendera Negara dapat berupa pengibaran dan/atau pemasangan.
Pasal 7
(1) Pengibaran dan/atau pemasangan Bendera Negara sebagaimana dimaksud dalam Pasal 6 dilakukan pada waktu antara matahari terbit hingga matahari terbenam.(ckn)
