REPUBLIKA.CO.ID, JAKARTA — Masyarakat diminta jangan senang dulu dengan penurunan harga bahan bakar minyak (BBM) jenis premium. Sebab, penurunan harga premium yang dilakukan sejak 1 Januari 2015 itu diiringi dengan pencabutan subsidi.
Direktur Indonesian Resources Studies (IRESS) Marwan Batubara menilai, pemerintah telah memasang perangkap untuk rakyat. Pencabutan subsidi premium tidak menjadi masalah saat ini karena harga minyak dunia sedang anjlok di bawah 60 dolar AS per barel.
“Tapi rakyat harus siap-siap sengsara karena tren penurunan harga minyak tidak pernah bertahan lama,” kata Marwan melalui pesan singkat kepada Republika, Sabtu (3/1).
Saat ini, pemerintah Joko Widodo (Jokowi) baru saja menurukan harga premium menjadi Rp 7.600/liter dari sebelumnya Rp 8.500/liter. Pemerintah memutuskan hanya memberikan subsidi untuk BBM jenis solar dengan pola subsidi tetap sebesar Rp 1.000/liter.
Marwan memprediksi harga minyak dunia akan rebound pada pertengahan tahun. Jika harga minyak dunia kembali ke kisaran 90-100 dolar AS per barel, maka harga premium akan naik menjadi Rp 10.500-Rp 11.000 per liter karena pemerintah sudah tidak lagi memberikan subsidi.
“Karena kebijakan penghapusan subsidi sudah ditetapkan dan dibungkus dengan penurunan harga BBM, maka pemerintahan Jokowi sudah memerangkap rakyat dalam ‘jebakan batman’, yang kelak akan dirasakan akibat buruknya setelah harga bbm kembali normal,” ketus Marwan.
Dia mengatakan, pemerintah seharusnya menyiapkan terlebih dahulu program perlindungan sosial sebelum kebijakan penghapusan subsidi dijalankan. Termasuk peningkatan kualitas transportasi massal dan energi alternatif, seperti konversi ke BBG.
Transportasi massal, ujar Marwan, sangat penting ditingkatkan kualitasnya. Supaya masyarakat merasa lebih nyaman menggunakan transportasi massal jika suatu saat harga premium melambung tinggi.
