Celahkotanews.com || DUMAI – Dalam rangka memperingati HUT Satpol PP ke 67 dan HUT SATLINMAS ke 55 Walikota Dumai Drs. H. Zulkifli AS, Msi memimpin langsung berjalanya upacara tersebut yang diselenggarakan dilapangan upacara ex Kantor Walikota jalan Soebrantas Dumai. Pada Senin Pagi (17/04/2017)

Selanjutnya Walikota Dumai menyampaikan Amanat Menteri Dalam Negeri Republik Indonesia.

Salam “Praja Wibawa” bagi segenap anggota Satuan Polisi Pamong Praja dan Satuan Perlindungan Masyarakat yang saya cintai dan saya banggakan.

Pada kesempatan yang berbahagia ini, atas nama Pemerintah saya mengucapkan Selamat Ulang kepada seluruh anggota Satuan Polisi Pamong Praja dan Satuan Perlindungan Masyarakat disertai ucapan terima kasih atas pengabdiannya dalam mengemban tugas dan memberikan perlindungan dan pelayanan yang tulus demi mewujudkan rasa tertib, tenteram dan aman kepada Masyarakat.

Peringatan HUT Satpol PP Ke-67 dan HUT Perlindungan Masyarakat Ke-55 mengambil tema “Peningkatan Peran Satuan Polisi Pamong Praja dan Satuan Perlindungan Masyarakat Dalam Menjaga Kemajemukan Masyarakat Di Daerah”. Kemajemukan bukanlah sesuatu yang asing dalam kehidupan berbangsa dan bernegara. Indonesia lahir dari keanekaragamam suku, agama, budaya, bahasa dan daerah asal yang tersebar luas dalam ribuan pulau. Pada saat ini kita telah masuk pada era globalisasi, transparansi dan reformasi yang sedang menguji kesabaran bangsa Indonesia. Tanpa disadari keadaan tersebut telah mampu menggeser nilai-nilai kebangsaan yang terkandung dalam Pancasila dan terpatri kuat selama ini.

Pada kesempatan ini saya menghimbau kepada segenap komponen pemerintahan untuk bersama-sama menjalin kerjasama yang massif dan kondusif agar ancaman, gangguan, hambatan dan tantangan yang dapat memecah belah bangsa ini teratasi serta merubah paradigma dan merobah pola pikir dari dilayani ke melayani.

Seperti kita ketahui bersama Undang-Undang Nomor 23 tahun 2014 tentang Pemerintahan Daerah Memberikan keleluasaan pada daerah untuk membentuk Perda. Hal ini harus dimanfaatkan sehingga tercipta peraturan yang inovatif, kreatif dan implementatif dengan tetap berpedoman kepada peraturan perundang-undangan dan tidak bertentangan dengan prinsip NKRI.

Hal yang harus diingat bahwa semangat menetapkan perda harus diimbangi dengan semangat penegakannya. Kualitas instansi penegak perda yakni Satpol PP harus diperkuat, baik sarana prasarana, kualitas SDM, hingga anggaran agar perda buah pemikiran demokrasi dapat ditegakkan. Kementerian dalam negeri telah memutuskan untuk mengembangkan Pusat Pendidikan Dan Pelatihan Satpol PP yang dipusatkan di Rokan Hilir Riau pada tahun 2017. Hal ini bertujuan agar kualitas anggota Satpol PP dapat terukur dan terarah. Saya berharap para Kepala Daerah dapat mendukung program ini dengan menyediakan anggaran dan kesiapan aparaturnya untuk dilatih dan dididik agar menjadi aparatur Satpol PP yang handal dan berwawasan luas dan mampu menjalankan kewajibannya.

Sebelum saya akhiri pengarahan ini saya menekankan kepada seluruh jajaran Satpol PP untuk melakukan hal-hal sebagai berikut:

1. Selalu bangga dan menjunjung tinggi kehormatan Satuan Polisi Pamong Praja sebagai bentuk pengabdian kepada bangsa dan negara;

2. Memberikan pelayanan yang cepat dan tepat atas ancaman, gangguan, halangan dan tantangan terkait ketenteraman dan ketertiban umum yang terjadi di masyarakat;

3. Membuka ruang dialog kepada seluruh lapisan masyarakat atas kebijakan yang hendak diambil dengan tetap berpedoman pada peraturan perundang-undangan yang berlaku;

4. Selalu peka terhadap perubahan sosial yang terjadi di masyarakat sehingga kita dapat mengambil langkah antisipatif untuk menghindari dampak yang lebih besar;

5. Tingkatkan jejaring kerja, baik sesama anggota Satpol PP maupun unsur lain yang mendukung tugas dan fungsi di lapangan;

Demikian beberapa hal yang dapat disampaikan pada kesempatan ini “Dirgahayu Satuan Polisi Pamong Praja, Dirgahayu Satuan Perlindungan Masyarakat”

Semoga Allah SWT senantiasa memberikan Berkat, Rahmat dan Hidayahnya Dalam Setiap Pelaksanaan Tugas.

Pada kesempatan tersebut Walikota Dumai Juga memberi pengarahan dalam rangka peringatan Hari Kesadaran Nasional. Tujuan utama Hari Kesadaran Nasional adalah untuk meningkatkan disiplin, kinerja, etos kerja, serta meningkatkan semangat kesadaran hidup berbangsa dan bernegara, sehingga pada akhirnya kita semua menjadi aparatur Pemerintah yang profesional serta siap dan tanggap terhadap semua persoalan di daerah ini maupun bangsa dan negara.

Dalam kaitannya dengan Kota Dumai, perlu diingat bahwa di bulan April terdapat hari dimana 18 tahun yang lalu kota ini berdiri. Mau tidak mau, suka tidak suka, dengan usia yang sudah dewasa ini, saya menekankan, kita tidak lagi hanya membicarakan permasalah disiplin aparatur, baik disiplin kerja, disiplin waktu maupun etos kerja. Sudah saatnya kita membicarakan peningkatan kualitas kerja, kita berbicara masalah profesionalitas aparatur yang mampu bekerja keras dan bekerja cerdas yang tergambar dalam pola fikir dalam pola tindak dalam menjalankan tugas pokok dan fungsi masing-masing.
