Hal diakui Kepala Tata Usaha (KTU) Kantor Wilayah Kementerian Agama (Kemenag) Provinsi Riau, M Saman, menjawab pertanyaan salah satu peserta Pembinaan Ormas dan LSM yang digelar Kantor Kesbangpol Provinsi Riau, Kamis (29/10/2015).
“Pokoknya kalau nikahnya di Kantor KUA semuanya gratis. Disediakan pelaminan lagi,” katanya.
Dia menegaskan hal itu sudah diatur dalam Peraturan Pemerintah (PP) Nomor 48 tahun 2014 dan tidak berubah sama sekali.
“Sesuai aturan itu, jika menikah di luar kantor urusan agama (KUA) seperti di rumah atau di gedung dikenai tarif Rp600.000. Itu tarif resmi dan harus dibayar melalui bank yang telah ditunjuk. Tidak ada pungutan lainnya,” tegasnya.
Tetapi pada praktiknya, dia mengakui ada pihak yang memanfaatkan ketidaktahuan masyarakat yang mewakilkan pengurusan administrasi pernikahan kepada petugas RT, RW, kelurahan atau pihak lainnya.
“Padahal pembayaran ke bank dapat dilakukan secara langsung dan tanda bukti diperlihatkan kepada KUA terdekat,” katanya.
Berikut ini alur pelayanan nikah. Pertama, calon pengantin mendatangi RT/RW untuk mengurus surat pengantar nikah untuk dibawa ke kelurahan. Kedua, calon pengantin mendatangi kelurahan untuk mengurus surat pengantar nikah (N1 – N4) untuk dibawa ke KUA (Kecamatan).(Hr)
