APBD merupakan dana sudah ada dan pasti, tetapi dana yang di pusat serta Provinsi itu yang mesti dijemput oleh kepala SKPD . Untuk itu, SKPD harus mampu menjemput bola kepusat dan jangan hanya manampuang dari APBD saja. Harus Kreatif agar pembangunan dikota Dumai terus jalan dan maju.(C1)
