17 Ton Pupuk Subsidi Ilegal Diamankan

CELAHKOTANEWS.COM, PEKANBARU – Direktorat Reserse Kriminal Khusus (Dit Reskrimsus) Polda Riau mengamankan 17 ton lebih pupuk bersubsidi. Pupuk yang diduga akan disalahgunakan itu dimuat dalam sebuah truk. Saat ini, truk dengan nopol BK 8130 LN tersebut diamankan di halaman Ditreskrimsus.

Direktur Reskrimsus Polda Riau Kombes Pol Yohanes Widodo kepada celahkotanews.com Selasa (17/2) mengatakan, penangkapan tersebut dilakukan di Jalan Sultan Abidinsyah, Rantau Kasai, Desa Tanjung Medan, kabupaten Rokan Hulu, petugas menetapkan seorang tersangka berinisial RMS.

“Tersangka ini merupakan pemilik UD RT di daerah tersebut. Ia diuga melakukan tindak pidana ekonomi karena sengaja mengedarkan atau memperjualbelikan pupuk bersubdisi di luar peruntukannya atau tanpa izin yang sah,” ujar Yohanes.

Awalnya, anggota polisi menyelidiki gerak-gerik tersangka kemudian setelah memastikan, akhirnya pelaku ditangkap. Namun, petugas kesulitan mengevakuasi barang bukti karena medan yang cukup sulit.

Setelah dilakukan penyidikan, terungkap bahwa tersangka membeli ribuan ton pupuk bersubsidi itu dari PT GBR di Medan, Sumatera Utara. Kemudian, pupuk diangkut ke Kabupaten Rokan Hulu Riau untuk diperjualbelikan.

“Sebagai pemilik UD RT, tersangka tidak punya wewenang menjual pupuk bersubsidi yang dibelinya. Pasalnya, tersangka bukanlah disributor atau pengecer resmi yang ditunjuk pemerintah. Perbuatannya ini telah merugikan dan menguntungkan dirinya sendiri,” jelas Yohanes.

Dalam penangkapan itu, petugas mengamankan truk Fuso, satu rangkap bukti penyerahterimaan stok pupuk dan 200 karung pupuk bermuatan 50 kg merek Phonska Petrokimia Gresik sebagai barang bukti.

“Turut pula diamankan 50 karung berukuran 50 kg merek Petrokimia Gresik bersubsidi pemerintah, 50 karung pupuk SP-36 Petrokimia Gresik, 50 karung pupuk urea bersubsidi dan dua lembar faktur penjualan pupuk bersubsidi,” tambah Yohanes.

Saat ini, pihaknya tengah menelusuri keterlibatan PT GBR yang menjual pupuk tersebut ke tersangka. Sejumlah saksi akan dipanggil untuk dimintai keterangannya dalam kasus ini.

Atas perbuatannya, tersangka dijerat dengan pasa 6 ayat 1 huruf b juncto pasal 1 sub 3e Undang Undang Nomor 7 Tahun 1955 tentang Pengusutan, Penuntutan dan Peradilan Tindak Pidana Ekonomi juncto pasal 4 huruf a junco pasal 8 Perpu Nomor 8 Tahun 1962 tentang Perdagangan Barang-barang Dalam Pengawasan.

“Tersangka juga dijerat dengan pasal 7 PP Nomor 11 Tahun 1962 junctopasal 2 ayat 1 dan 2 Perpres Nomor 15 Tahun 2011 tentang Penetapan Pupuk Bersubsidi juncto pasal 21 ayat 2 Permendag tentang Pengadaan dan Penyaluran Pupuk Bersubsidi untuk Sektor Pertanian,” jelas Yohanes.

Dengan jeratan pasal berlapis itu, tersangka terancam dengan hukuman penjara selama-lamanya dua tahun dan hukuman denda setinggi-tingginya seratus ribu rupiah. (mrc/wdy)
