Celahkotanews.com || BENGKALIS – Kejaksaan Negeri (Kejari) Bengkalis didesak untuk mengusut tuntas proyek pembangunan gedung daerah Bengkalis yang terletak di jalan Ahmad Yani dan Jalan Pahlawan kota Bengkalis. Pasalnya proyek senilai Rp 86 miliar dari APBD Bengkalis itu diduga telah terjadi mark-up anggaran serta kualitas pekerjaannya jauh dari harapan.
Warga Bengkalis M.Fachrorozi Agam menyikapi bangunan gedung daerah yang konon sudah menelan biaya Rp 86 milyar cukup terkejut dengan angka sangat fantastis tersebut bertolak belakang dengan kualitas pekerjaan yang dilaksanakan. Apalagi seharusnya pada tahun 2015 lalu, proyek gedung daerah itu sudah selesai dikerjakan atau memasuki tahap finishing, namun bobot proyek itu baru berkisar pada 70 sampai 80 persenan.
“Anggaran sebesar itu sangat tidak sesuai dengan kondisi gedung yang berdiri sekarang. Lihat saja, bentuk bangunan itu memang seperti bangunan tua yang tidak terpakai, cat mengelupas, kaca pecah-pecah, dinding sudah ada yang retak serta belum ada pagar serta halamannya mulai ditumbuhi semak belukar,” tegas M.Fachrorozi Agam, Rabu (4/5/2016).
Mantan sekretaris KNPI kabupaten Bengkalis ini mendesak supaya Kejari Bengkalis turun tangan mengusut proyek yang nilainya fantastis untuk ukuran sebuah gedung daerah. Kemudian ia juga meminta Badan Pemeriksa Keuangan dan Pembangunan (BPKP) melakukan audit investigasi terhadap keberadaan proyek itu, apakah ada potensi kerugian Negara didalamnya.
“Kalau melihat kondisi fisik bangunan rasanya angka Rp 86 milyar itu terlalu wah hanya untuk kualitas pekerjaan seperti yang terlihat sekarang ini. Silahkan masyarakat lihat sendiri bagaimana kualitasnya, sehingga proyek gedung daerah itu wajar rasanya diproses secara hukum, siapapun yang terlibat didalamnya,” pinta Agam, yang juga wakil ketua Gapensi Bengkalis ini.
Menanggapi hal tersebut rekanan pelaksana tahun 2014 dan 2015 Eddy ktika dikonfirmasi menyebutkan bahwa tahun 2015 bobot proyek sekitar 80 persen dan sekarang masuk dalam masa pemeliharaan. Soal kaca pecah ia mengaku ada yang memecahkan, dan sudah beberapa kali ia menggati kaca-kaca yang pecah tersebut serta ada kaca yang belum terpasang.
Sedangkan soal fisik bangunan yang retak dan cat mengelupas ia mengaku tidak tahu karena sekarang masih dalam masa pemeliharaan.
“Kaca ada yang memecahkan dan ada yang belum terpasang. Proyek itu masih dalam masa pemeliharaan,” ungkap Eddy ketika dikonfirmasi via seluler mengaku sedang sakit.
Untuk diketahui, proyek gedung daerah tersebut merupakan lanjutan yang sudah lebih lima tahun dikerjakan, tapi tak kunjung selesai. Malahan masyarakat melihat kualitasnya sangat buruk. Pada dua tahun terakhir rekanan yang mengerjakan adalah PT.Karya Tunggal Mulya Abadi dengan anggaran Rp25,425 milyar, sedangkan tahun 2015 dilaksanakan PT.Hikmah Perkasa Sejati dengan budget Rp 4,8886 milyar untuyk finishing. Sementara empat tahun sebelumnya, dana yang sudah tersedot mencapai Rp 50 milyar lebih.(Hr/C1)
