Dan menghadapi moment lebaran tahun ini Pemerintah mewaspadai penularan virus sehingga dikeluarkan larangan dan peniadaan mudik lebaran tahun 2021 ini.
Polda Riau menjabarkan kebijakan pemerintah dengan menggelar kekuatan personel dilapangan dan melakukan tindakan kepolisian sebagai upaya menekan penyebaran virus covid-19 sesuai peraturan.
Mengantisipasi peniadaan mudik lebaran diwilayah Riau, Kapolda Riau Irjen Agung Setia Imam Effendi SH SIK MSI, memerintahkan seluruh jajaran untuk melakukan penyekatan baik dijalur darat, laut maupun udara.
Polda Riau mendirikan pos penyekatan dijalur antar kabupaten maupun antar provinsi sebanyak 58 pos tersebar diseluruh wilayah dan menerjunkan 2.362 petugas pengamanan dari Polri/TNI, Pol PP, Dishub, Dinkes, BPBD serta instansi lainnya.
Polda Riau dan jajaran menerjunkan 870 personel, bersama 448 personel TNI, 399 personel Pol PP, 331 personel Dishub, 225 personel kesehatan, 198 personel BPBD dan 30 personel lainnya.
Terdata 9 titik penyekatan dibatas Provinsi yakni 2 titik di kabupaten Rokan Hilir, 2 titik di kabupaten Indragiri Hilir, dan masing masing 1 titik dikabupaten Rokan Hulu, Kuantan Singingi, Dumai, Kampar dan Kepulauan Meranti.
2 titik pos penyekatan Polres Rokan Hilir berada di Jalan Sudirman Bagan Sinembah dan Jalan Sudirman Bagan Batu yang keduanya merupakan akses menuju dan dari arah Provinsi Sumatera Utara.
2 titik pos Polres Indragiri Hilir berada di pelabuhan Sungai Guntung dan di Desa Selensen yang keduanya merupakan jalur akses ke dan dari Provinsi Jambi.
Polres Rokan Hulu mendirikan pos penyekatan di Simpang LKA Dalu Dalu Kecamatan Tambusai yang merupakan perbatasan dengan Padang Lawas Provinsi Sumatera Utara.
Sedangkan untuk perbatasan dengan wilayah Sumatera Barat, Polres Kampar dan Polres Kuantan Singingi masing masing mendirikan 1 pos yakni di Batu Bersurat Kecamatan XIII Koto Kampar dan di Jalur Lintas Sumbar Riau di Desa Kasang Kuantan Mudik.
Berikutnya Polres Dumai melakukan penyekatan dijalur udara dibandara Sri Junjungan Duma dan Polres Kepulauan Meranti mendirikan pos dipelabuhan Tanjung Samak Kecamatan Rangsang.
Penyekatan antar kabupaten dilakukan oleh seluruh Polres sebanyak 49 titik diantaranya 5 titik di Pekanbaru, 10 titik di Bengkalis, 8 titik di Indragiri Hulu, 6 titik di Dumai, 5 titik di Siak, 4 titik di Rokan Hulu, 3 titik di Kampar, 3 titik di Pelalawan, 2 titik di Kuantan Singingi, 2 titik di Meranti dan 1 titik di Rokan Hilir.
Penyekatan dibagi menjadi 3 masa yaitu masa pengetatan mudik pra yang berlangsung tanggal 22 April hingga 5 Mei, masa peniadaan mudik yaitu tanggal 6 hingga 17 Mei dan masa pengetatan mudik pasca yang berlangsung 18 hingga 25 Mei.
Kapolda Riau melalui Kabid Humas Kombes Narto pada Jumat (30/4/2021) mengatakan bahwa hal tersebut merupakan bentuk tanggung jawab Polda Riau bersama stake holder terkait untuk menyelamatkan masyarakat Riau dari bahaya penyebaran virus covid-19.
“Keselamatan masyarakat adalah hukum yang tertinggi, sehingga apapun upaya kita lakukan untuk menyelamatkan masyarakat dari bahaya penyebaran virus covid-19 ini, dan ini merupakan tanggung jawab kita semua”, terang Kombes Narto.
Dijelaskannya pula bahwa pada masa pengetatan, baik pra maupun pasca, petugas akan melakukan pemeriksaan terhadap setiap pengendara yang melintas yang harus memenuhi persyaratan yakni keterangan bebas covid-19
“Pada masa pengetatan mudik pra, maka setiap yang diperiksa harus bisa menunjukkan surat hasil test PCR/rapit test antigen maksimal 1×24 jam atau hasil negatif genose C19 sebelum keberangkatannya. Sedangkan di masa pengetatan pasca, harus bisa menunjukkan surat keterangan hasil negatif test PCR/rapid antigen maksimal 3×24 jam atau hasil negatif genose C19 sebelum keberangkatan”, terang Narto.
“Sedangkan pada masa peniadaan mudik ditanggal 6 hingga 17 Mei, ini yang sudah dilarang untuk mudik kecuali pada kategori yang dikecualikan Pelaku Perjalanan Dinas Negeri dan kunjungan keluarga sakit, kunjungan duka/meninggal, kepentingan persalinan ibu hamil”, beber mantan Kabid Humas Sultra.
Lebih lanjut Narto menjelaskan kendaraan yang mendapatkan pengecualian pada masa pelarangan mudik, sesuai Permehub nomer 13 tahun 2021 yaitu kendaraan pimpinan lembaga tinggi negara, kendaraan dinas TNI/Polri, ambulance/mobil jenazah, pelayanan distribusi logistik, pengangkut obat obatan dan alat kesehatan, mobil barang tanpa penumpang, kendaraan perjalanan dinas, kunjungan sakit/duka dan persalinan serta kendaraan yang mengangkut pekerja imigran Indonesia.
Kombes Narto juga berpesan kepada seluruh warga masyarakat untuk menaati apa yang telah ditetapkan pemerintah.
