pengganggu tumbuhan serta bahan pangan yang belum terjamin keamanannya, Balai
Karantina Pertanian Kelas I Pekanbaru Wilayah Kerja Dumai melakukan pemusnahan
terhadap 6,9 Ton bawang Merah dan 1,7 Ton Jahe ilegal asal Malaysia,(14/03/19).

Pemusnahan terhadap 6,9 Ton bawang Merah dan 1,7 Ton Jahe ilegal dilakukan karena tidak dilengkapi Sertifikat Kesehatan dari negara asal, tidak dilaporkan kepada petugas karantina dan tidak melalui tempat pemasukan yang ditetapkan sehingga melanggar
Pasal 31 ayat 1 Jo. Pasal 5 Undang-Undang RI Nomor 16 Tahun 1992 tentang Karantina Hewan, Ikan dan Tumbuhan.

Berdasarkan Permentan No. 43 Tahun 2014 tempat pemasukan Bawang Merah hanya dapat dilakukan di Pelabuhan Tanjung Perak Surabaya,Pelabuhan Belawan Medan,Bandara Soekarno Hatta Jakarta dan Pelabuhan Laut Soekarno Hatta Makassar.

Selain itu pemasukan Bawang Merah tersebut tidak memenuhi ketentuan dalam Permentan
No. 55 Tahun 2016 tentang pangan segar asal tumbuhan karena tidak dilengkapi Sertifikat Hasil Uji Keamanan Pangan (Certificate of Analysis) dan Sertifikat Keterangan
Asal (Prior Notice) dari Malaysia
Berdasarkan label yang tertera pada kemasan,Bawang Merah tersebut berasal dari India yang kemudian diimpor oleh Malaysia.

Menurut Permentan No. 31 Tahun 2018,jenis organisme pengganggu tumbuhan yang berpotensi terbawa oleh Bawang Merah asal India antara lain serangga Delia platura, nematoda Pratylenchus thornei,
cendawan (jamur) Cercospora duddiae dan bakteri Pectobacterium atrosepticum.

Keempat jenis organisme tersebut belum ada di Indonesia sehingga perlu dicegah pemasukannya demi melindungi petani dan tanaman lokal.Selain itu Bawang Merah yang tidak dilengkapi dengan sertifikat hasil uji keamanan pangan berpotensi mengandung cemaran kimia berupa senyawa Dimethenamid-P Ametoctradin, Maleic Hydrazide,logam berat Kadmium dan Timbal yang berbahaya bagi kesehatan manusia karena komoditas yang masuk secara ilegal tidak dilakukan
pengujian laboratorium terlebih dahulu di negara asal.

Kedua komoditas tersebut merupakan hasil tangkapan TNI AL (Lanal) Dumai pada 4
Februari lalu di Perairan Kuala, Sungai Kembung, Kab. Bengkalis. Perkaranya saat ini sedang dilakukan proses penyidikan oleh Penyidik Pegawai Negeri Sipil (PPNS) Karantina dan telah memasuki tahap 1 yaitu penyerahan berkas perkara kepada Jaksa Penuntut Umum.

Nahkoda kapal berinisial M dimana sebagai tersangka dalam kasus ini
tercanam dengan hukuman penjara selama 3 tahun dan denda sebanyak Rp.150 juta.
Penindakan terhadap kasus ini merupakan hasil kerjasama yang antara TNI AL Dumai dengan Karantina, yang merupakan tindak lanjut dari Perjanjian Kerjasama
antara Badan Karantina Pertanian dengan TNI AL ditingkat pusat.

Acara pemusnahan dipimpin oleh Kasi Pengawasan dan Penindakan Karantina Pekanbaru, Ferdi, SP, M.Si serta dihadiri oleh instansi terkait yang terdiri dari Lanal Dumai,Polres Dumai,Kejaksaan Negeri Dumai, Bea Cukai dan Pengadilan Negeri
Kelas IA Dumai (rls).
